Reason for urgency:
It would not be practical to wait until the next Executive meeting on 4th March 2019 as bids to be included within the capital programme will be included in the Performance and Financial Management report for quarter 3 2018/19 to be considered at the Executive on 4th February 2019 with a recommendation to Council on 25th February 2019 to vary the capital programme.
