28/06/2021 - NatWest Contract Extension ref: 1821 Recommendations Approved
NatWest current contract has expired. It is
not envisaged that the revised prices will have a material impact
on the contract, i.e. less than 10% of the initial contract value,
therefore allowing a delegated officer decision to be made.

Last year’s contract negotiation resulted in bank charges
reducing by circa £8k per year. Previous market testing has
show that we are getting value for money, but this timeframe would
allow for further market testing to be done if considering a longer
term contract in the future. Current pricing will be extended at
the same levels until 31st March 2023.

27/07/2021 - ENF 11009 - Coach House, Lee House, Middle Marwood, Barnstaple EX31 4DZ ref: 1820 Recommendations Approved
This decision follows the installation of UPVC
windows in a listed building without listed building consent being
granted.
The installation of a UPVC windows and French doors to the Coach
House extension contravenes Section 9(1) of the Act because they
alter the building in a manner that affects its character as a
building of special architectural or historic interest.
Retrospective listed building consent to retain the UPVC windows
and French doors was refused under application 72491 on 26 January
2021. The works contravene Section 8 of the Act because listed
building consent has not been granted.

under Section 38 of the Planning (Listed Building and Conservation
Areas Act 1990 (as amended) to require the replacement of the UPVC
windows and French doors with timber framed windows and French
doors.

27/07/2021 - ENF 12309 Land on the south side of Shirwell Road, Shirwell, Barnstaple EX31 4JH ref: 1819 Recommendations Approved
This decision concerns an alleged unauthorisd
development, namelt the creation of an access onto a classified
road.
The works to remove the hedgerow creating the access onto the Class
1 road results in a single visibility spay which does not allow for
safe access onto the road. This is because visibility is severely
limited in one direction. A subsequent retrospective planning
application 73107 to retain the access was refused on 14 May
2021.
The creation of the access allows water run-off to enter the road
and to the neighbouring property, causing both highway safety
concerns and an unacceptable adverse impact on the amenity of the
neighbouring property.
The works are contrary to paragraphs 108 and 109 of the National
Planning Policy Framework and policies DM01, DM05 and DM14 of the
North Devon and Torridge Local Plan.
