RESOLVED that the minutes of the meeting held on 9th October 2019 (circulated previously) be approved as a correct record and signed by the Chairman.

Minutes:

The Lead Planning Officer (BP) advised the Committee of two site inspections at Sunnyside Woolacombe and Willingcott which were required to be held prior to the next meeting of the Committee.

 

RESOLVED that the site inspections be held on Tuesday 3rd December 2019 at 9.30am to meet at Brynsworthy Environment Centre.

The Committee considered a report by the Head of Place (circulated previously – now appended).

 

In response to a question, the Lead Planning Officer (MB) confirmed that although the date for the permission would expire in June 2020 it could not be extended as this application was for a variation of conditions. He also advised that the applicant was in a position to proceed with works immediately and that no delay was anticipated.

 

RESOLVED (unanimous) that the application be APPROVED as recommended by the Head of Place.

The Committee considered a report by the Head of Place (circulated previously – now appended).

 

In response to questions from the Committee, the Lead Planning Officer (MB) confirmed that:

 

·         The unit would not block the pathway.

·         The mobile catering unit would be a small unit.

·         Any additional paraphernalia would be sited off of the pathway.

·         It would be sited on a plastic mesh area and not directly on the grass.

·         If they encroached onto the footpath area they would be in breach of their agreement.

·         The unit would be driven on to the site each day via the main access through the park.

·         The Applicant would require a licence from the Council’s Estates team to allow use of the location.

 

RESOLVED (unanimous) that:

 

(a)  The application be APPROVED as recommended by the Head of Place; and

 

(b)  That an informative note be included on the decision notice requiring the applicant to not locate the mobile catering unit on the footpath; and

 

(c)  A covering letter be sent to the applicant to advise that the site would need to be left ‘as it was found’ and free of litter each day, and to request that, where possible, they did not use ‘single-use’ plastics and that a copy of the letter be sent to the Estates Team.

(a)  The report be noted; and

 

(b)  The Landscape and Countryside Officer be requested to consider whether appropriate action needs to be taken in respect of the prior removal of the beech tree (as part the Tree Preservation Order) on the site by the applicant.
